High-Capacity Retrofit and Insulation Delivery Across the South

At Ignite Property Group (IPGL), we provide practical loft and cavity wall insulation services for housing associations, local authorities and contractors across the South of England.

As social housing contractors work to meet new energy efficiency and decarbonisation targets, having a reliable partner on the ground is essential. Whether we are supporting a larger Tier 1 contractor supply chain or working directly with local councils, our focus is on delivering clear data and quality installations that help reduce energy bills.

Partnering on Supply Chain Delivery: The Bromford Project

Our team recently completed an insulation rollout for 56 Bromford Housing properties, operating as a specialist subcontractor within a main contractor's supply chain.

To meet the project’s demanding six-week schedule, our installation teams maintained a steady pace of 10 completed properties per week. As high-volume rollouts require strict compliance to secure funding, our internal Retrofit Coordinators managed all property data through the Pashub and Asses+ platforms. This clear reporting ensured a 100% compliance pass rate across the installations and protected the project from funding risks.

As an insulation contractor capable of high-volume delivery, we use these internal workflows to keep the vital data trail intact from initial survey to final sign-off.

Our Work with Winchester City Council

Following our ongoing work in the region, we have also begun working directly with Winchester City Council to help deliver their local housing energy efficiency goals.

This contract started in March earlier this year with a small, focused trial phase of 5 initial retrofit assessments. The purpose of the trial was to test our property surveys, data capturing accuracy and overall turnaround time. Following the successful completion of those initial 5 properties, the council expanded our scope, awarding us an additional 227 retrofit assessments, which our local assessors are currently delivering.

Alongside this trial, we are also carrying out physical fabric upgrades, starting with 3 cavity wall extraction and insulation jobs on a trial basis. These trials allow the council to review our installation quality, site safety and resident care firsthand. Once these initial properties are fully completed and approved, we expect to secure a larger, significant contract for ongoing extraction and insulation works across the borough.

Looking further ahead, as Winchester City Council have been satisfied with our work, there are positive discussions for a multi-year contract. If confirmed, this will see Ignite Property Group complete 5,000 EPC assessments to map out the long-term energy performance of the council's wider housing stock.

Supporting Local Communities

As a Hampshire-based SME, expanding our direct relationship with Winchester City Council allows us to keep investing back into our own community. We do not rely on distant subcontracted labour networks. Instead, we deploy our own internal workforce living within a 40-mile radius of our Hampshire hub.

For public sector contracts that require a clear commitment to Social Value, partnering with local cavity wall insulation contractors ensures those modern tendering requirements are fully met.

With active operational coverage across Hampshire, including Eastleigh, Andover, Winchester, Southampton, Portsmouth and Basingstoke, our team has the local fleet and infrastructure to manage regional housing portfolios safely and efficiently.
