Infrastructure and High-Capacity Retrofit Delivery

The UK’s social housing sector is currently undergoing the largest fabric-first transformation in a generation. With the introduction of the Social Housing Decarbonisation Fund (SHDF) Wave 3, the transition from pilot projects to mass-scale delivery is mandatory. For Tier 1 contractors, the primary risk is no longer the technology but the supply chain’s ability to scale and the Wave 3 Supply Chain.

Ignite Property Group (IPGL) has industrialised the retrofit process. We don’t view insulation as a series of individual home improvements; we view it as a high-volume infrastructure project. Our systems are built to eliminate the common bottlenecks that stall large-scale rollouts: lack of certified labour, inconsistent data capture and slow mobilisation.

By delivering a consistent 20+ units per week, we provide the predictable output that Tier 1 commercial managers need to report back to the Department for Energy Security and Net Zero (DESNZ).

Regional Mobilisation

Logistics are the silent killer of retrofit margins. If a crew spends two hours in traffic, that is one less property insulated that day. IPGL operates out of a centralised strategic hub in Andover, which was chosen specifically for its transport links to the M3, A303 and M27 corridors.

We maintain a strict 60-mile operational radius to ensure that our teams are on-tool by 8:30 AM every day for high-volume insulation. This regional focus allows us to provide localised expertise for:

  • Hampshire and Isle of Wight: Supporting Portsmouth City Council and Hampshire County Council frameworks.
  • Berkshire and North East: Rapid deployment for high-density housing stock in Reading and Bracknell.
  • Greater London: Navigating the logistical complexities of ULEZ-compliant delivery for London-based Housing Associations.
  • Dorset and The South Coast: Specialised coastal weatherproofing for exposed housing stock in Bournemouth and Poole.

Technical Inventory & Fleet Capabilities

A contractor’s capacity is physically limited by their equipment. Ignite has invested over [£Amount] into a modern, commercial-grade fleet to support the Wave 3 Supply Chain.

The IPGL Fleet Specifications - Every vehicle in our fleet is:

  • Tracked via GPS: Providing Tier 1 partners with live data on site arrivals and durations.
  • Euro 6 Compliant: Fully ULEZ and Clean Air Zone compliant for London and South Coast city centres.
  • Specialised Storage: Custom-fitted to carry the high-volume materials required for a full day of back-to-back installs, reducing the need for mid-day restocking.

Specialist Equipment Suite

We operate proprietary cavity wall extraction (CWE) rigs and high-pressure bead injection systems. Unlike smaller firms that rely on hired equipment, which is prone to breakdown and availability issues, IPGL owns and maintains its machinery in-house. This ensures that when we commit to 20 units a week, we have the mechanical reliability to back it up.

PAS 2035 Compliant

In the world of government grants (WH:LG and SHDF), data is as important as the insulation. If you cannot prove the install meets the Retrofit Coordinator’s design, the contractor does not get paid.

IPGL utilises a proprietary digital reporting workflow. Our installers are not just tradespeople; they are data collectors to ensure projects are PAS 2035 Compliant.

  • The Pre-Install Audit: Every property receives a thermal baseline. We identify existing defects (damp, structural cracks, or ventilation blocks) before work begins.
  • Point-of-Work Verification: We take photos of the cavity width, the loft depth ruler and the bag count of materials used.
  • The Digital Handover: Within 24 hours of completion, a full "Evidence Pack" is uploaded. This allows the Tier 1 contractor to claim their funding drawdown immediately, rather than waiting weeks for manual paperwork.

Workforce Excellence

The subcontractor bottleneck is often a human one. We tackle this through rigorous internal training. With certifications and training Matrix,  every member of the Ignite field team is cleared through a multi-stage vetting process:

  • PAS 2030:2019 Certified: Mandatory for all installers working on SHDF projects.
  • DBS Cleared: Non-negotiable for work within social housing and vulnerable tenant environments.
  • Asbestos Awareness and Working at Height: Core safety certifications refreshed annually.
  • Resident Liaison Training: We teach our teams how to manage "The Tenant Experience." High-volume delivery only works if the tenants cooperate; our teams are trained to minimise disruption and maximise right first time access.

Managing Diverse Housing Stock

  1. Solving "Hard-to-Treat" Cavities: Many Tier 1s struggle with Hard-to-Treat (HTT) properties. Our technical survey team specialises in identifying these early. By using Endoscopic Bore-scope Inspections, we can determine if a cavity has failed or has debris that requires extraction before new insulation is blown. This survey-first approach prevents the #1 cause of retrofit failure: moisture bridging.
  2. Loft Optimisation: We utilise specialised Q-Bot (where applicable) and traditional high-performance solutions. We ensure that ventilation is never compromised by installing eaves vents and loft hatches that meet modern building regulations, not just filling a hole.

Social Value:

  • Local Wealth Building: 100% of our business rates and a majority of our payroll stay within the South East.
  • Skills Legacy: We offer apprenticeships to local youth in the Andover and Southampton areas, creating the next generation of green jobs.
  • Carbon Reduction: Our centralised logistics model reduces the carbon footprint of the project’s supply chain.

FAQ: Procurement & Supply Chain Due Diligence

Q: How does Ignite handle material price volatility over long-term frameworks?
A: We maintain direct-to-manufacturer accounts with Knauf and Rockwool. This allows us to secure price-locks for 6-12 month periods, providing Tier 1 contractors with the cost-certainty they need for their own bidding.

Q: What is your First-Time Pass rate for Trustmark audits?
A: We currently maintain a 98.2% first-time pass rate. This is achieved through our internal quality gate system, where a supervisor checks the digital evidence pack before the team leaves the site.

Q: Can you mobilise for "emergency" funding spend-by dates?
A: Yes. Because we own our fleet and have a warm bench of installers, we can often mobilise an additional team within 14 days to help a partner meet a funding deadline.

Q: How do you manage Resident Liaison (RLO)?
A: While many Tier 1s provide their own RLOs, our installers are trained to act as the first line of communication. We provide tenant leaflets, clear schedules of work and after-care instructions to ensure the energy-saving benefits are realised by the residents.
